Interesting to see the graph from SHWASHLOCK and hear about the unexpected levels of participation.
I’ve always thought that although the digital divide is obviously not ideal anything that gets more people to participate in the democratic improvement of their communities has to be a good thing. Considering the constant increase in adoption of digital technologies there are great potentials to make participation easier for ever greater numbers.
We could just be using sms/text messages from mobiles (which are very widely adopted now) to drive/facilitate greater participation. A participatory budgeting trial in London did this. I’ve tried it to improve/streamline the governance of a small group most of who did not have regular internet access.
